* The first and last letters of every word have been preserved (excluding the title, which I assume is your own addition); as a side-effect, the two- and three- letter words, of which there are plenty, have been left intact.
* Everything is still organized into somewhat sensible syllables; a lot of it resembles common typoes, in fact
* The word choices are mostly quite predictable
* Most of the words are fairly short and simple.
I'll bet it would be a fair bit harder to make out if none of this were true. In fact, it's not hard to find puzzles made up of scrambled words that it actually takes a fair amount of thought to decipher.

I don't believe "55 people" clause either, but I have to confess, it's tough for me to read since I used to edit a teeny-tiny sci-fi magazine that showcased Catholic sci-fi writers and Catholic themes in sci-fi: it's all I can do to keep from trying to correct those blatantly deliberate splelnig eorrrs. ::Giggles::
